Gloria is saying something very big and very quiet at the same time. An 'aching' heart is one that hurts in a slow, gentle way — not a sharp hurt. Notice how Gloria is speaking for 'the whole world,' which is a very big thing to do. She is saying that she thinks everybody, everywhere, has a little bit of hurt inside them. Copying this sentence shows children how a grown-up can say a big sad idea in a small, quiet way.
I believe sometimes that the whole world has an aching heart.
